The Tanzania Electric Supply Company (TANESCO) is focusing on increasing the outreach and service quality of its Energy products for Tanzanian people. Next to its current passion as a leading provider of electricity is to be more efficient customer focused utility for Tanzania and beyond. The Company has the largest electricity generation, transmission and distribution network in Tanzania. In order to reach its goals, the Company will, in the coming years invest heavily in its generation, transmission and distribution network, its business systems and human capital. TANESCO now invites applicants who are self-motivated, honest, hardworking and committed individuals to fill the under-mentioned posts for Specified Period Employment Contract for the Financial Year commencing 1st July 2019 to 30th June, 2020 in Northern Zone. The zone comprises of Manyara, Kilimanjaro, Tanga and Arusha regions.

1. POSITION: ELECTRICAL TECHNICIAN
REPORT TO: ELECTRICAL ENGINEER
WORKSTATION: ARUSHA (18 POSTS), KILIMANJARO (16 POSTS), TANGA (9
POSTS) AND MANYARA (4 POSTS)
POSITION OBJECTIVE
Implements scheduled activities and work plans, construction and maintenance of distribution networks effectively and efficiently.
DUTIES AND RESPONSIBILITIES
a) Construct and maintain distribution lines network in accordance with the company procedures and standards to ensure access to electricity is maximized.
b) Inspect customers' installations to ensure standards set for safety and quality of installations are met and security of supply is guaranteed.
c) Assist supervisor/engineer in preparing short- & long-term plans construction/maintenance schedules for expansion of distribution network to increase the pace of electrification.
d) Closely monitor load growth on secondary sub-station through periodic measurement to ensure that distribution lines and equipment’s are not overloaded.
e) To conduct routine inspection of distribution lines and perform preventative and corrective maintenance to ensure continuity of supply to customers is maintained.
f) Record periodic electrical testing, and recommends or initiates modification or replacement of equipment which fails to meet acceptable operating standards.
g) Ensure Safety of staff and equipment at all times and make sure that “Risk assessment” is conducted before carrying out any work as per standing TANESCO safety provisions.

2. POSITION: ARTISAN
REPORT TO: MAINS-FOREMAN/WOMAN
WORK STATION: ARUSHA REGION (100 POSTS), KILIMANJARO (94 POSTS),
TANGA (91 POSTS) AND MANYARA (33 POSTS)
POSITION OBJECTIVE:
Responsible for Construction, Maintenance and Emergency works in the Region/District.
DUTIES AND RESPONSIBILITIES:
a) Constructs and maintain distribution lines network in accordance with the company procedures and standards
b) Excavates holes for poles erection to ensure they excavated according to the company standards and measurements.
c) Strings electrical conductors to distribution lines in a proper manner based on Engineering Instructions and Safety Rules.
d) Connects power to the customers timely and according to the Company Standards so as to ensure customers’ safety to their lives and properties from being endangered by power supplied.
e) Attending both reported and unreported temporarily breakdowns immediately without any delays so as to ensure customers have constant power supply.

3. POSITION: DRIVER
REPORTS TO: SENIOR SUPPLIES AND TRANSPORT OFFICER
WORKSTATIONS: ARUSHA REGION (25 POSTS), KILIMANJARO REGION (55 POSTS), TANGA REGION (47 POSTS), MANYARA REGION (14 POSTS) AND ZONAL OFFICE (1 POST).
POSITION OBJECTIVES
Drive and maintain the Company Vehicles in skilled, safety and courteous manner. Keeping Motor Vehicle records and incidences.
DUTIES AND RESPONSIBILITIES:
a) Drive and maintaining company vehicles as per laid down rules, traffic instructions and regulations, to facilitate company’s business operations.
b) Drive vehicle on a schedule and designated route to ensure safety and timely delivery of staff and materials.
c) Maintain service schedule of the assigned vehicle and keep it clean. Performs minor maintenance tasks on assigned vehicle(s) including pre-trip inspections as required.
d) Maintain accurate, up-to-date records on log sheets, vehicle maintenance, accident reports, vehicle condition reports and other records that are requested by management.
e) Coordinates the schedule for major or periodic vehicle maintenance with management to avoid service interruptions.
f) Monitor, ascertain and timely repair of Company vehicle according to the required standards.
g) Perform courier and messenger duties.

4. POSITION: PROCUREMENT OFFICER (3 POSTS)
REPORTS TO: ZONAL PROCUREMENT OFFICER
WORK STATION: ZONAL OFFICE – NORTH ZONE
POSITION OBJECTIVE
Implements procurement processes (goods, works and services) in a transparent, objective, economic and efficient manner, consistent with relevant policies, legislation, regulations and guidelines in accordance to Public Procurement Act no. 7 of 2011 and its regulations.
DUTIES AND RESPONSIBILITIES
a) Prepare and Process standard procurement tendering documents to meets timeline.
b) Assist to Coordinate and prepare report on disposal of obsolete assets for authorization/approval by Zonal Tender Board.
c) Carryout procurement of goods & services, works and consultancy services above regions thresholds in accordance with Public Procurement Act and its regulations as issued from time to time
d) Assist in preparation of Tender Board papers and review evaluation reports to ensure compliance of procedures as stipulated in regulations and Zonal key performance indicators.
e) Monitor the Archive of Procurement Records for future reference.
f) Prepare letters of intention to award, letters of Award, letters of invitation of contract negotiations, contract drafting and prepare required documentations under each contract.
g) Make follow up to suppliers, contractors or service providers to ensure drafted contracts are returned on time as per contract requirements and returned contracts are supported by performance guarantee.
h) Ensure use of TANESCO and PPRA prevailing Procurement Systems to ensure that procurements done by the Zone are correctly and timely entered into the systems at all stages of procurement.
i) Liaise with Project/Contract Managers in the zone to ensure project/contracts are properly managed Archive all contracts, procurement and disposal proceedings documents to ensure availability of respective records for minimum period of five years from date of expiry of contracts.
j) Follow up on executions of contracts awarded to various service providers with the aim of ensuring compliance to the terms and conditions and to timely trigger the necessary actions in case of defaulting.
k) Compilation of copies of contract documents to ensure that they are timely available for submission to PPRA, Attorney General and CAG

5. POSITION: ASSISTANT ACCOUNTANT
REPORT TO: REGIONAL FINANCIAL OFFICER

POSITION OBJECTIVE
Responsible for budgeting and accounting functions in the Regions/Districts.
DUTIES AND RESPONSIBILITIES
a) Supervise billing, data entry, finance, supplies and meter reading sections to avoid incorrect billing and unnecessary adjustments of the bills;
b) To ensure safe custody of cash and daily banking activities in the Districts/Regions are done properly;
c) To be responsible for the correct operation and allocation of works orders and keep its records;
d) To be responsible for timely preparation of monthly quarterly and annual accounts for statutory audit;
e) To prepare and submit all returns weekly, monthly, quarterly and annual from your department to comply with company’s procedures;
f) Certify local purchasing orders and payment vouchers adhering to the authorization limits stipulated in the company’s financial regulations;
g) Conduct capitalization and closure of works orders and prompt submission of certificates to the respective authority;
h) To ensure that Value Added Tax (VAT) withholding tax on goods and services rendered including city levy are properly deducted and remitted to the government and respective council on time;
i) Assist in preparing the regional budget and maintain effective Budget control to ensure there are no over expenditure.

6. POSITION: ACCOUNTS ASSISTANT
REPORTS TO: ACCOUNTANT

POSITION OBJECTIVE
Assisting Accountant in all financial activities, originating cheque and cash payments, banking issues, budgeting control and monitoring, revenue collection, cash withdraws, final account preparations and report writing.
DUTIES AND RESPONSIBILITIES
a) Assist in preparation, implementation and control of approved budget to ensure there is compliance to company financial regulations and accounting instructions;
b) Prepare, process and maintain all records of collections and payments as per financial regulation and accounting instruction to ensure availability and accessibility of information;
c) Prepare cheques payment vouchers and petty cash payment vouchers, to write cheques and make all approved payments in accordance to the company’s accounting instructions;
d) Prepare weekly imprest statement band petty cash statement and submit for reimbursement for records keeping purpose and ease of making management decisions;
e) Prepare CRN, DRN, JVS and any other adjustments to ensure that all errors committed are removed;
f) Issue Control Numbers and Works Order Numbers generated from the system and maintain the register for records keeping as per accounting instructions;
g) Assist in carrying out bank reconciliation every month reconciliation of general ledger for financial account preparation so as to ensure all accounts are balancing;
h) Update all financial data in the appropriate systems to ensure proper management and control of financial information for decision making.

7. POSITION: ASSISTANT SUPPLIES (STORES) OFFICER (3 posts)
REPORTS TO: SENIOR SUPPLIES AND TRANSPORT OFFICER
WORKSTATION: KILIMANJARO, TANGA AND MANYARA REGIONS
POSITION OBJECTIVE
Responsible for managing store activities, controls stock and issue of materials for smooth operation in the region.
DUTIES AND RESPONSIBILITIES
a) Manage and coordinate all stores processes in the regions to ensure availability of materials, tools and equipment.
b) Keeps track of incoming and outgoing supplies including preparation of purchase orders; coordinating the process of purchasing and supply/distribution; and comparing purchase orders with invoices to ensure accuracy.
c) Check and issue materials received from suppliers and arrange for inspection of quality and report on deviation from specification or order.
d) Keeps Records of supplies including records on the costs of transportation, supplies, storage, damages, purchase order documents and contracts.
e) Keep accurate and up to date stock records and prepare reports on inventory and stock management.
f) Plan, Coordinate and advice on Economical Ordering Quantities of various materials to ensure that there are no stock out or overstocking within the Region.
g) Monitor operation of car tracking system and Transport Information Management System (TIMS) to ensure proper use of motor vehicles, control of fuel, repair and maintenance and report any discrepancy for immediate proper action.

POSITION OBJECTIVE:
Responsible for procurement, receiving, issuing and recording/storage of materials in the Regional store to ensure store balance is maintained at all time.
DUTIES AND RESPONSIBILITIES:
a) Receive materials from Suppliers to ensure there is conformity to specifications, quality and quantity correspond to given specification and storing the same in a safe place;
b) Post issue vouchers to ensure stock balance corresponds with received/issued items at all times;
c) Update stores transactions in appropriate business systems to ensure correct data management and control to facilitate business decisions;
d) Carry-out Local Purchase Order to ensure that items purchased satisfy business needs and the company achieve value of money.

POSITION OBJECTIVE:
Unload incoming goods and load outgoing goods.
DUTIES AND RESPONSIBILITIES:
a) Unload incoming goods and load outgoing goods manually or by lifting machines.
b) Participate in inventory counts and arrangement of goods to ensure the store is well organized.
c) Assist to issue and receive materials as per store vouchers.
d) Perform cleaning duties within the store and the stockyard to ensure stores is neat.

10. POSITION: TRANSPORT OFFICER – 4 POSTS

POSITION OBJECTIVE
Plan, organize, coordinate and control company’s transportation fleet as per Company Transport Policy.
DUTIES AND RESPONSIBILITIES
a) Timely update prevailing Transport Information Management System to enable generation of fleet performance report for Management decision.
b) Keep track for all vehicles under car tracking system so that any discrepancy could be reported for immediate rescue measure.
c) Identify and consolidate all motor vehicles/cycles that qualified for disposal in compliance to the transport policy in order to get rid of vehicles that are expensive to run.
d) Provide transport - related logistical assistance as requested by the Business units so as to ensure smooth operations.
e) Assist in monitoring performance contracts of various fuel filling stations providing services to region.
f) Maintain proper inventory of all components of vehicles, making sure they are maintained and checked frequently, monitor the maintenance, and servicing schedule of the vehicles is followed.
g) Track repairs and costs as part of monitoring and oversee the repair process.

Assist implementation of Human Resources strategies in order to create conducive work environment and drive high-performance culture and productivity in the Region.
DUTIES AND RESPONSIBILITIES
a) Assist on manpower forecast and recruitment of the qualified and competent workforce in the Region.
b) Compile data on future and current training needs plan for proper training programmes implementation.
c) Assist Implementation of performance management process to promote and improve employee efficiency in order to achieve company goals.

a) Receive calls from customers and relay information to the recipient staff clearly, timely and perfectly.
b) Register all customer complaints in the special register and TANESCO’S Service Delivery Management System (SDM).
c) Proper recording of time used to restore/repair/respond to customer complains/breakdowns.
d) Answering customers queries and give clear clarification to customers.
e) Handle complaints, provide appropriate solutions and alternatives within the time limits and follow up to ensure resolution.

POSITION OBJECTIVE
Manage and maintain the office of the Regional Manager and handle office schedules, coordinate meetings and visits, organize files, and official correspondence to ensure smooth office operations.
DUTIES AND RESPONSIBILITIES
a) Provide secretarial and administrative support to supervisor and other offices when needed;
b) Respond to enquiries to ensure informative replies to stakeholders.
c) Make travel arrangements for the Manager and other staff in the region.
d) Maintain office systems, including data management and filing;
e) Deal with incoming letters, emails, parcels and post, often corresponding on behalf of the Regional Manager;

Diploma in Secretarial studies from recognized institution
Academic Certificate of Secondary Education (Form IV and/or VI)
Typing speed 50WPM (Stage III).
Office Practice stage II
English stage II
Shorthand/Hatimkato 80/100
Management Development for Executive Assistants (MDEA) Level 1 or 2 from a recognized institution will be an added advantage
