Dimensions of Role:
The MEAL Field Officer is responsible for reporting, accountability mechanisms, evidence collection, learning and capacity building to see if Plan’s Tanzania `s CPiE, Youths and EiE Programs are progressing as per plans and generate information required for improved program design and implementation. More specific roles will be:
Application of knowledge required for the role, complexity of problems handled & the degree of investigation, analysis, & creative thinking required to solve them.
Operates from Kibondo offices but supervises and supports field level MEAL activities regularly
Level of Contact with Children:
Generally high as the role oversees implementation of MEAL activities at camp level

- Reports directly to the MEAL Manager and provides onsite M&E support to Feedback Officers and CPiE, EiE and Youth officers
- 60% at the field to support all camp MEAL initiatives in line with the approved projects’ plans with the major focus on routine response grants reporting and accountability mechanisms.
- Ensure collection of training and awareness plans and tracking effectiveness of the trainings to beneficiaries.
The MEAL Field Officer is responsible for reporting, accountability mechanisms, evidence collection, learning and capacity building to see if Plan’s Tanzania `s CPiE, Youths and EiE Programs are progressing as per plans and generate information required for improved program design and implementation. More specific roles will be:
- Reviewing and consolidating weekly and monthly program monitoring data from all camps
- Drafting and reviewing reports to MHA and internally for Plan use.
- Design monitoring tools to support routine collection of project results
- Tracking of projects output indicators and provide written updates on monthly basis
- Routinely spot check project implementation in the field and timely reporting on gaps for quick actions to improve performance
- Coordinate regular and periodic assessments, evaluations, survey, and studies for programs operations.
- Lead and supervise data collection processes especially FGDs and questionnaires
- Quantitative and qualitative data analysis and data verifications,
- Data validation to ensure high data quality and standards for programs and donor reports
- Networks and collaborate with staff, refugees and partners in camps for identification of success stories and learning from the projects
- Supervise implementation of distribution and post distribution monitoring activities at camp level
- Regular monitoring of training plans at field level, and monthly report outputs of trainings to beneficiaries
- Evaluate trainings, and ensure training use pre and post tests to measure outcome of the training and ensure the tests are analysed and integrated as part of the training report
- Work with refugee volunteers and project staff in supporting M&E initiatives such as carrying out surveys, collecting case studies and feedback.

- High degree of capacity to resolve any challenges related to MEAL initiatives at camp level
- Providing leadership and advice on MEAL activities across all new camps
- Working contacts inside and outside the organization; include the purpose and level (high, medium, low) of the contact
- Program staff and refugee data assistants: learn from their experience at camp level (High)
- Part of Functional MEAL network within Plan (High)
- Work with stakeholders at camp levels to share fitting practices and to identify/implement opportunities for collaboration in MEAL activities (medium)
- Experience in CPiE work, some of which must have been in refugee camp settings.
- Good knowledge and understanding of humanitarian principles and child protection.
- Demonstrable expertise in implementing community-based child protection responses.
- Experience and knowledge in developing and use various M&E methods and tools.
- Familiar with data management software such as Excel, Access, SPSS, Stata, Magpi and ODK
- Experience with participatory learning approaches.
- Experience of conducting child protection assessments in emergency contexts.
- Diploma/Degree in social work, social work, psychology, social sciences or related field.
- Fluency in English, Swahili, Kirundi and French written and spoken, highly desirable
