Sauti Project (Sauti-TZ) is a new 5-year USAID-funded project that will support comprehensive community-based HIV prevention programming for key and vulnerable populations in Tanzania. COCODA is a sub grantee to Jhpiego-Tanzania in the implementation of this project in Njombe region. The goal of Sauti-TZ is to contribute to the improved health of all Tanzanians through a sustained reduction in new HIV infections in support of the Government Tanzania through deploying new, and/or enhancing existing, vulnerability-tailored high-quality combination HIV prevention; positive health, dignity and prevention (PHDP); and family planning (FP) and other services for key and vulnerable populations (KVP) in selected regions of Tanzania.  

Anticipated project results include:  1) Increased and timely use of HIV prevention and FP services; 2) Improved positive behaviors and social norms at the individual and community levels; 3) Reduced vulnerability of women through novel structural interventions; and 4) Increasingly sustainable comprehensive HIV prevention services for KVP.  

COCODA is seeking applications from highly qualified Tanzanian candidates to fill in Program Manager -Key Vulnerable Populations position for Sauti-TZ Project in Njombe region.






Position Description:

The PM for Key and Vulnerable Populations will implement HIV prevention program targeting at risk groups in the region. Working with key and vulnerable population. S/he will monitor the implementation of Sauti project’s activities in compliance with the overall CSO work plan. S/he will play a key role in ensuring that project activities are conducted according to the Sauti standard operating procedures, and that beneficiaries receive quality services; s/he will also play a crucial role in supervising and building the capacity of quality service delivery to the field staff by conducting field supervisory and mentorship visits and staff meetings and provide all needed support for service delivery improvement towards achieving the given targets and objectives.

Roles & Responsibilities:

Coordinate the development of CSO’s program strategies across the program components including work plans for overall implementation and attainment of program goals and objectives

Provide strategic leadership and set priorities for the program team to ensure effective field program implementation

Participate in recruitment of project’s field staff and volunteers (peer educators)

In collaboration with CSO’s management and financial staff, coordinate development and subsequently monitor budgets and spending for program activities. 

Liaise with the Regional and District health management teams in making sure that Sauti-TZ activities appropriately contribute to local priorities and strategies. 

Establish and maintain relationships with local stakeholders including KVP-focused CBOs, HIV/AIDS care and treatment partners, and R/CHMTs where Sauti-TZ program is implemented. 

Coordinate and facilitate project meetings and trainings with the R/CHMTs and other HIV/AIDS partners as per CSO’s annual plans, or when need arises.

Conduct regular site monitoring and supervisory visits to field staff including volunteers to assess gaps and challenges for support

Work closely with Sauti regional technical and management team in monitoring implementation of Sauti-TZ work plans under CSO.

Work with the CSO’s project management to ensure that resources/logistics for program implementation are available to support field activities.

Conduct regular staff performance assessment (appraisals) for quality service delivery as per objectives set forth.

Conduct regular data audit and verifications to ensure all project standards are met

Monitor daily program progress for each reporting indicator and provide feedback to field technical staff for improvement if need be.

Lead and support field staff in identifying and documenting best practices/success stories from Sauti-TZ activities.

Prepare monthly/quarterly/annual technical narrative reports for the project’s implemented activities

Perform any other duties as assigned by the supervisor to ensure achievement of project goals

Minimum Qualifications

Bachelor degree in social sciences preferably sociology, community development, background in public health is desirably. Masters in social sciences subjects is preferred.

2-3 years’ progressive experience working with key and vulnerable population groups

Demonstrated experience in one or more of the following areas: HIV/AIDS, STIs and/or Family Planning 

2-3 years experiences in working with NGOs/CSOs local or international in donor funded projects preferably with PEPFAR  funded projects in Tanzania

Having good managerial skills with reputable leadership in complex organization.

Fluent in both written and spoken English & Kiswahili

Good communication skills: report writing skills, listening and speaking skills.

Good skills on data presentation, analysis and interpretations

User friend in computer usage especially on MS Office packages (Ms. Word, Excel, PPT, Outlook)

Good Time management with respect to deadlines

Flexible and capable to work under pressure in remote areas
